ಪೀಠಿಕೆ [Introduction]:   ಜಗತ್ತಿನ ಯಾವುದೇ ವಸಾಹತು ದೇಶವಾಗಲಿ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದೊಡನೆ ವಿವಿಧ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಬೇಕಾಗುತ್ತದೆ. ಆ ಪೈಕಿ ತನ್ನದೇ ಆದ ಆಡಳಿತಾತ್ಮಕ ನಿಯಮಗಳನ್ನು ಒಳಗೊಂಡ ಸಂವಿಧಾನದ ರಚನೆ ಮತ್ತು ಭವಿಷ್ಯದ ರಾಜ್ಯ ರಚನೆಯ ಸ್ವರೂಪದ ನಿರ್ಧಾರಗಳು ಪ್ರಮುಖವಾಗಿರುತ್ತವೆ. ಈ ವಿಚಾರದಲ್ಲಿ 15 ಆಗಸ್ಟ್‌ 1947 ರಂದು ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆದ ಭಾರತದ ಪರಿಸ್ಥಿತಿಯೂ ಸಹ ಭಿನ್ನವಾಗಿರಲಿಲ್ಲ. ಸ್ವಾತಂತ್ರ್ಯ ಪೂರ್ವದಿಂದಲೇ ಸಂವಿಧಾನದ ರಚನೆ ಮತ್ತು ರಾಜ್ಯ ರಚನೆ ಕುರಿತಂತೆ ಭಾರತೀಯರು ತಮ್ಮದೇ ಆದ ಚರ್ಚೆ ನಡೆಸಿ ಕನಸು ಕಂಡಿದ್ದರು.    ಸಂವಿಧಾನ ರಚನಾ ಸಭೆಯ ರಚನೆಯ ವಿಷಯದಲ್ಲಿ ಅನೇಕ ಟೀಕೆಗಳಿವೆ . ಕಾಂಗ್ರೆಸ್ ‌ ನ ಪ್ರಾ ಬಲ್ಯ , ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಹಿಂದೂಗಳು , ಕಾನೂನು ತಜ್ಞರ ಯಜಮಾನಿಕೆ , ಪ್ರಾತಿನಿಧ್ಯ ದ ಕೊರತೆ , ಪರೋಕ್ಷ ಆಯ್ಕೆಯಿಂದಾಗಿ ಪ್ರ ಜಾಸತ್ತಾತ್ಮಕವಾಗಿಲ್ಲವಿರುವುದು ಮುಂತಾದ ಟೀಕೆಗಳಿವೆ . ಆದರೆ ಸಂವಿಧಾನ ರಚನಾಸಭೆಯ ಕಾರ್ಯವಿಧಾನ , ಸದಸ್ಯರ ಪ್ರಾಮಾಣಿಕತೆ , ನಿಷ್ಠೆ , ರಾಷ್ಟ್ರ ಹಿತದ ಕುರಿತ ಕಳಕಳಿ ಪ್ರಶ್ನಾತೀತವಾದದ್ದು ಎಂಬುದು ನಿಸ್ಸಂದೇಹ . ವಿವಿಧ ಸರ್ಕಾರಗಳ ಕಾರ್ಯ ವಿಧಾನಗಳಲ್ಲಿ ಇದ್ದ ಅನುಭವ , ಜ್ಞಾನ , ಆಳ್ವಿಕೆಯ ಪರಂಪರೆಯ ಭಂಡಾರಗಳನ್ನೆಲ್ಲ ಬಳಸಿಕೊಂಡು ಭಾರತದ ರಾಜಕೀಯ , ಸಾಮಾಜಿಕ , ಆರ್ಥಿಕ ಪರಿಸ್ಥಿತಿಗೆ ಹೊಂದಿಕೊಳ್ಳು...
